Justin Viard Was born in Port-au-Prince. He also holds a 3rd cycle diploma in banking and financial systems at the University of Paris I, Panthéon Sorbonne in 2002.
He has taught Business Law, International Affairs, Currency and Banking at the State University of Haiti (UEH) and the University of Notre Dame of Haiti, Faculty of Administrative Sciences (UDERS) 2003 – 2010.
Thanks to his Alma mater, he chose to put his knowledge to the development of certain banks; He held the position of Regional Sales Manager of North and South at Unibank and PROMOBANK between 1996-2010.
In 2001-2002 he was legal and financial advisor to the Multiple Co-operative Corporation (SOCOMUC).
He participated in the reform of the Northern Chamber of Commerce, Industry and Professions as a member of the ad hoc committee (from the CCIPN) from 2006 to 2007.

He became Consul General of Haiti in Montreal in 2012-2015. As head of the Consular Mission in Montreal, he was Vice – President of the Consul General of French – speaking countries in 2014 to better defend the interests of Haiti as a French – speaking country. During his tenure, he helped set up several companies in Haiti in the industrial, agro-industrial and tourism sectors in Haiti’s economic missions. In addition, he strengthened the cultural ties between Haiti and Quebec through the creation of the National School of Humor of Haiti and the establishment of an annual comedy Haha Haiti which opened the North American market Haitian actors at Théâtre Maisonneuve, Place des Arts, Montreal, etc. Through its interpersonal skills, many partnerships have been signed with the Ministry of Tourism
