Mr. Succar is an attorney with expertise in the fields of business law, law enforcement, finance, corporate law, criminal law and resource management.
Mr. Succar acted as lead counsel for the firm on numerous M&A and Joint Ventures in Haiti. Notable work include sales of Shell assets in Haiti to Esso Oil Limited and Chevron Inc. ; Merger of Banque de l’Union Haitienne with ABI Bank Limited; sale of Exxon assets in Haiti to SOL Petroleum Ltd. and sale of Texaco assets in Haiti to Distributeurs Nationaux S.A. He also has helped numerous foreign companies to establish operations in Haiti, among which, Delta Airline, JetBlue Airways, DeCameron, Lafarge NA, Simpson Oil Limited Petroleum.
He has also served as Technical Advisor to the Minister of Justice and Member of a Joint Commission between the Central Bank and the Ministry of Justice, where he was responsible for implementing Haiti’s Financial Intelligence Unit (FIU) and to provide expertise in AMLCFT issues.
Mr. Succar is a senior contact person for Haiti for the Caribbean Financial Action Task Force and has helped draft Haiti’s new AML/CFT legislation which is to be soon submitted to the parliament. Mr. Succar served as senior advisor to Mr. René Magloire in the Penal Code Reform mission given to him by President René Préval. Mr. Succar also served as Deputy Chief of Staff of President Michel Joseph Martelly and as Chief of Staff and Chief Legal Counsel and Special Advisor to Prime Minister Laurent Salvador Lamothe.
He is currently a Senior Partner of Lissade Law Firm in Port-au-Prince, Haiti, where he specializes in Corporate and Maritime Law, and Patents and Trademarks. He has contributed regularly to the World Bank’s annual publication, “Doing Business”.
Mr. Succar holds a degree in Law from the Haiti State University, is a member of the Port-au-Prince Bar Association, a member of the International Bar Association and a lifetime member of the Inter American Bar Association. He is also an alumnus of the National Defense University’s Center for Hemispheric Defense Study (CHDS). Mr. Succar also serves as the Honorary Consul of Poland in Haiti.
